The Netherlands is grappling with a pressing issue: rising road deaths and the influx of e-bikes overwhelming cycle lanes. In response, the government is considering a radical move: implementing a 12mph (20km/h) speed limit for cyclists. The transportation chief of Houten, Wouter van den Berg, emphasizes the complexity of the issue, citing the diverse range of road users sharing bike paths, from speed pedelecs and fat bikes to racers and golf carts with children. The trial involves cameras measuring speeds on Fossa Iberica, a road with a low-visibility crossroads, where 3,000 people travel in one direction and 1,000 in the other. The challenge lies in retrofitting the urban environment to prioritize the slowest traffic, as Van den Berg notes, highlighting the difficulty of widening cycle lanes without encroaching on living spaces. The cycling association Fietsersbond Houten welcomes the council's seriousness, but concerns persist, especially among older cyclists and parents of schoolchildren who fear for safety. Some cyclists express frustration, questioning how they can know their speed without specialized equipment. The proposed speed limit is just one part of a broader strategy to address rising road accidents. Amsterdam and Enschede are taking action by banning wide-tyre fat bikes from certain areas, and the government is considering mandatory helmets for under-18s on electric vehicles, despite opposition from cycling advocates. Marcel Aries, from Doctors for Safe Cycling, advocates for a comprehensive approach, including a minimum age for e-bike riders, registration and licensing, improved infrastructure, and increased helmet use. However, Anke Huss, an associate professor at Utrecht University, emphasizes the importance of promoting any form of cycling, despite the risks of air pollution and accidents, to prioritize public health.
